The center won’t be able to find enough overseas scholarship scheme pursuers in a fourth consecutive year in a row. In this scheme, students from the marginalized community including Schedule Caste and Schedule Tribes are allowed to travel abroad for studying masters and Ph.D. level courses. Weak primary and elementary education system are blamed by Ministry of Social Justice and Empowerment that runs the scheme because the system fails to produce enough competitive students to face the competition in the abroad.
The students are funded every year by the ministry to study in universities abroad for higher education, under the National overseas scholarship scheme. 30 applicants were benefitted by the scheme, under which it could find only 23 takers, in the year 2012-13. The number then increased to 60, under which 39 were found eligible in the year 2013-14. The number of beneficiaries in the year 2014-15 was rose to 100, for which it could find only 59 candidates. Again under 100 seats there were only 53 eligible takers in 2015-16.
The funds were remaining underutilized which was fully funded by the ministry for the scheme because it has failed to get candidates which were suitable for the scheme. The advertisement for the scheme was done very well and received a lot of applications. The desired standard of the foreign universities is high, which were not met by the most of the students. Thus, their application was rejected as told by the senior official.
The academic experts and officials blame this on the poor coordination. This scheme is facilitated by the Ministry Of External Affairs and is funded by the Ministry of Empowerment and Social Justice. No doubt that the scheme is very good, but the problem lies in the execution of the same. Most of the time the students are unaware of it. Hence, we do not receive the desired results.
